PWS (Performance Work Statement)
A Performance Work Statement (PWS) is a type of work statement that describes the required results or outcomes of a contract rather than prescribing how the work should be performed. It focuses on measurable performance standards, quality levels, and deliverables, giving contractors flexibility in determining their approach.
The PWS differs from a traditional Statement of Work (SOW) in that it is performance-based rather than prescriptive. While a SOW might specify 'Provide four staff members to answer phones during business hours,' a PWS would state 'Ensure 95% of calls are answered within 30 seconds during business hours.'
Performance-based contracting using PWSs is preferred by the federal government because it encourages innovation, reduces micromanagement, and focuses on results. Contractors responding to a PWS should develop creative approaches that meet or exceed the performance standards while optimizing efficiency.
